Without my digging thru all the thread, can you provide what kind of computer this is? Dell, HP, Toshiba, other.... Model?
This is a HP TouchSmart320 PC. the hard drive is build into the monitor, and the monitor is a touch screen.
When you go to Start > All Programs, do you find: Recovery Manager
Not suggesting you do this right now, still looking for an answer to the downloading issue, but it becomes more and more elusive.
If no-joy, the above would allow you to go back to factory condition, when you first bought the pc.
Need to go out for a while. Will be back later.

If you're going to do a refresh on the PC . I would recommend following the tutorial below
Clean Reinstall - Factory OEM Windows 7
The factory settings will install all the bloatware that came with your PC from the day you first turned on the PC . The tutorial will have everything you need including a link to Download a legit Windows 7 ISO in Step 1 .
