Does Win 7 Pro access internet on boot?

I have slow boot up, and I notice that my cable modem is indicating a lot of activity, especially after putting in password.
Is this a normal condition, or is it sending unauthorized information to some hacker somewhere?

If this is NOT a normal condition, is there a way to troubleshoot this and repair the boot setup? I will _not_ reinstall Windows!

There are some legit windows processes that call out to the internet. You can see what is connecting to the internet by opening an advanced command prompt and typing netstat -b

Start> In search box type cmd> Right click on cmd.exe in results above and choose Run as administrator> When the command prompt opens, type

    netstat -b

    Enter

    You can also type

    netstat -bn

    Enter

Which will also show the ip address the process is calling. You can also create a batch file which will log the connections. Scroll down to Batch program to check connections in Windows Vista and Windows 7

Netstat Command and its Application in Windows

It may be Windows or some other legitimate software checking for updates. This is often done at bootup.
