    Rats!

It is not surprising, though. The services were stopped, and had an [x] by them. No harm in trying.

    This issue is baffling...

What about the presentationfontcache.exe? Looking over the task manager with only Windows services running, the biggest processes are still the svchost.exe but this presentationfontcache.exe is using a significant amount of memory also. Again, I have no open applications, just whatever is running in the background. It seems strange that so much memory and CPU usage is being used for what should be near nothing.

    Aha!!

Please press the Windows key and the R key at the same time, to bring up the Run prompt.
    Type in: services.msc

    At the Services console.
Scroll down to: Windows Presentation Foundation Font Cache

Double-click on this entry, and look at the Startup type
    Select Disabled from the list.
Service status: change to Stopped (If not done when disabled)

    Restart the computer. Any progress?

Some applications may require the Windows Presentation Foundation (WPF) and set the service to Automatic.
There may be a slight slowdown when loading applications that rely on WPF, but, it beats a crawling computer!

If an app really needs this service, you can set it to Manual (default setting), and then Start it. However, you need to watch the app does not set the service to Automatic once again.

I tried disabling the Windows Presentation Foundation Font Cache, but no luck with it improving the speed or progress at all. If I start moving the pointer or opening something as soon as the OS allows, it runs good for a minute or so, then slows. But if I start the computer, walk away for a bit before logging in, it will take ten or fifteen minutes to show the desktop. It seems like the longer I take to log in or start using it, that it becomes slower, so whatever process is bogging it down isn't immediate.

There were a couple questions I asked in past posts but I don't think they were answered. Does the task manager usually show a higher percent of CPU and memory usage as soon as it opens but then drop down if no applications is open, or might it be hiding something? Also did you read the question regarding the difference between a safe mode boot and the clean boot in terms of what services are running?

Is there a way to list what services are running when I boot in safe mode compared to a clean boot in normal mode? Sadly, it is running faster in safe mode, but I think if I can narrow down the differences, I might be able to delay a service from running that could be the culprit.... or I am in over my head in regards to what I think I have learned.

Does anyone have any suggestions of what the issues might be if not security related? Is this a registry error, or am I just rambling? Any help you can provide is greatly appreciated, especially regarding what area or forum I might move this onto if you have offered all you can. I am back home and on to a new contract, which doesn't provide me with a computer, so I am stuck working with my main desktop that has been caught in limbo the past couple months, and an even older laptop that is my only online access at home for now. It is frustrating and testing my patience, but I still have faith that someone can offer assistance. Thanks.

As mentioned before, you may want to post your concerns and the setupapi.dev.log in the Drivers forum:
