If the drive is completely low level formatted as best it can be by an end user such as you are doing, you're guaranteed to not have any residual problems with it. It will be as a brand new drive from the store. After, format it with Win 7 and it should be able to use it perfectly from then on.

Thank you for the info. I am currently in the process of low leveling it and have been for the past 2 hours or so.
I will post an update as to how it goes afterwards

I have this exact problem with my external sata drive. I always post to a forum when I get frustrated, then I usually think of something. And I did.

I fixed the problem. I went into the disk manager. I checked properties of the drive. I went into security settings, and I noticed that it only listed the administrator and system for permissions, even though I had assigned ownership to my user account. So I added my user account to the list and gave it full control. Now I can access the hard drive like any other hard drive from explorer. How the drive got this way, I don't know, but this is how I just fixed it and I am able to open files and everything on it now and it shows the amount of disk space in explorer where it was 0 before.

    same here.

I noticed after restarting my PC I was denied access to 3 partitions of my total 7. Properties shows HDD has 0 free of 0.
I created a new user account on the very same installation of windows 7 and I had access to all drives. Still Not from my usual account.

Iv changed the security permissions but still can't access anythin from my old account. Help
