Cannot download via IE or Firefox

I have a gateway netbook that I freshly installed Windows 7 Starter. When I try to download say malwarebytes or CCleaner in IE I get

"the file was blocked because it does not have a valid digital signature"

I tried this--->the file was blocked because it does not have a valid digital - Microsoft Community

Did not fix it. I then installed a fresh copy of 7 Home Premium and the same result.

Firefox also cannot download files. I was able to get Firefox installed via a usb thumb drive.

    When downloading
    malwarebytes via Firefox I get:

    "the source file corrupted"

    So I'm stumped.
