If still no joy, let's press on...
Please download the Windows Repair (All in One) program.
Download > Here
Save to the Desktop
Note: Make sure to temporarily disable your AntiVirus program before any repairs are done!
Right-click the tweaking.com_windows_repair_aio_setup file on the Desktop, and selet: Run as Administrator
Click Next at the Welcome, follow the prompts, and click: Finish
At the program's main interface...
Go to the Step 3 tab, and press Check to see ifCheckDiskis needed.
If CheckDisk is needed, click on: Do It
Next, go to the Step 4 tab, and run System File Check by clicking on: Do It
Go to the Step 5 tab, and under System Restore click on: Create
Wait for the Restore Point to be created, and press: Next
Now, go to the Start Repairs tab, and click: Start
On the list of Repair Options (left pane), please check the following:
01 - Reset Registry Permissions
04 - Register System Files
06 - Repair Windows Firewall
10 - Remove Policies Set by Infections
23 - Repair File Associations (12)
27 - Set Windows Services to Default Startup
On the right side, check: Restart/Shutdown system when finished
Now, click on: Start (Lower right-side)
When done, please look for the Windows Repair log (_windows_repair_log.txt) in the following folder:
C:\Program Files (x86)\Tweaking.com\Windows Repair (All in One)\Logs

Last, try using the Safe Mode options, and let us know if they work.
