    Hi,
    Dang
I'm getting the feeling Avast is the issue please uninstall it,
Free or paid for can be re-installed later,
avast! Uninstall Utility | Download aswClear for avast! Removal
    Download MSE for testing,
    http://windows.microsoft.com/en-US/windows/products/security-essentials

    Reset ie again,
Please do not activate any browser add-ons toolbars.... at all,
Check them after reset and make sure even Flash is disabled,
    Run sfc/scannow,
    https://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html?ltr=S
    Report any sfc scan results,
Check for windows updates and test the issue,
    Cheers.

    I have make the following:

    - Uninstall Avast and check. Nothing
    - I have disable add ons, Google Toolbar, Adobe Flash, Silverlight, Java. Nothing
    - I have run the sfc / scannow. Nothing
    - I have connect to internet through erthnet rather than wireless to see if any problem with that, nothing. I have connect to internet from another network to see if is problem of network. Nothing.

Any other suggestion will be appreciated. It can be hardware failure? lets say from RAM or someth like this?

1.) Download herdprotect: (choose the portable version)

Download herdProtect - Free Anti-Malware Platform

    2.) Run the scan.

3.) When the scan finishes, save the results per the screenshot below. Then upload the log here.

DO NOT REMOVE ANYTHING YET. I will advise if anything needs removed when I receive the log.

Just some notes: There are a lot of Live Mesh apps in the Pgms & Feat screen shot in post# 17. Some with odd characters.
Live mesh has been removed from Windows Essentials (WE) 2012 - this is a more stable version than 2011

Canon apps also have odd chars.

Let's see what herdProtect finds before making any changes.

They seem to coincide with the geographic location of the OP, I guess that can be clarified by the OP.

(Live mesh installed itself in 5 or 6 different langages, including Chinese (and Japanese?) by default - hence the plethora of entries for it in Programs & Features. I nearly had a fit the first time I saw it!)

Thanks, I thought geography might be at play, but I never was very good at geography :)
Edit: I need to check my glasses. I thought I saw more / different entries for Canon, not the regional differences. I looked again after you posted the obvious error I made and found nothing to note.

Live mesh installs itself for each language? Sheesh! Thanks, I've never seen that before - even working on machines in different locales.

and hence, the preface Just some notes
