having a hard time with putty, it just wont connect

Hi, i just got a VPS and downloaded putty and i tried all i know and it still wont connect.

Here is what i have done so far.

i downloaded both the windows installer and just the exe file, i tried putting them in different dir because i read that sometimes it wont work from program files but it will work from another disk drive.

I made an outbound rule for port 22 ALL
I made an outbound rule for putty ALL

I loged into my modem and i did a port forward for port 22 and put my VPS ip
I tried tcp but i have not yet tried ucp.

i am using ip not hostname for putty and port is 22

Any ideas, i cant imagine its this hard for everyone lol am i stupid lol wait... dont answer that HEE HEE

well i guess i might as well show off my dunce cap today ^ <--- there it is lol.. seems i was not quite given ALL the instructions. I was told with my VPS to download and connect with putty, however it was not after i gave up on that and went to bed and got a few hours rest on my brain that i smartened up and pinged the ip, which it failed. That told me that maybe putty was not the first step in this process.

Then i found the complete instructions lol... and i need to set up the VPS first via the VM login lol well off i go dunce cap and all.... sorry im just learning this side of the deal...
