How to setup a virtual recycle bin for non administrator accounts?

    Under Win7.

Is it possible to configure the recycle bin of non administrator users so that even if an user does SHIFT+DEL or empties the recycle bin, the files/folders are actually moved to some administrator (hidden) folder who has final deleting rights?

Aka for the users it appears they have an empty bin, but it is not, a bit like in hotmail where you can recover last deleted mails.

    Thanks

That could only be done with third party software.
    Maybe someone knows of such.

The only thing I can think of is reg hack that disabled the shift delete and delete key. Group policy could remove the option for deleting files in explorer.
