Does Microsoft Security Essentials do webscanning

My mate as really annoying me now saying that it does not have it when i think it does can some 1 please post prove that it does or some link to prove thanks.

As far as I know it does not "web scan" MSE is a fairly basic level A/V anti malware app..

Not needed, as anything downloaded from the web, loaded into the system, exc will be scanned.

Icon will not show in task bar. Found some old info , but not sure how to correct this. I can click the program on my start menu and the icon is in the proper location. Next log-in and no icon. Thank you.
