Sometimes toolbars can add entries in your Startup. One thing you can do is check Program Files or Program Files (x86) and ensure no folders remain.
Go to Start and type regedit into the search bar and press enter
In regedit, press F3 > type *ask* and then when that finishes type *toolbar* Do not do anything, if you get results, post them here in a screen shot
Now download autoruns from here: Autoruns for Windows
Once you download it, unzip the folder and extract autoruns.exe to your desktop. Right-click autoruns.exe and click Run as Administrator
After autoruns finishes populating, right-click and delete all yellow entries.
Now for full disclosure, is this excessive for Ask toolbar? Sure, but if you check the places I mention above and you don't find anything, then the toolbar is most likely completely gone.
