Windows 7 Home Premium

Welcome to the forum, Maliki2 !

Let's see if we can find out what is going on...

Please use the Farbar Recovery Scan Tool.
Farbar Recovery Scan Tool Download
Select the version that applies to your system.
Save it to your Desktop.

Double-click the downloaded file to run it.
When the tool opens, click Yes to the disclaimer.

Press the Scan button.

When done, the tool makes a log, FRST.txt, in the same directory from which the tool is run (Desktop).
Please provide the FRST.txt in your reply.

The first time the tool is run, it also creates another log: Addition.txt
Also post the Addition.txt in your reply.

Also, use the Farbar Service Scanner
Downloading Farbar Service Scanner

Let's get a view of all services and dependencies scoped by the tool...

Make sure the following options are checked:

Internet Services
Windows Firewall
System Restore
Security Center
Windows Update
Windows Defender

Press: Scan

When done, FSS creates a log, FSS.txt, on the Desktop.

Please provide the FSS.txt in your reply.

7 Ultimate SP1 x64

I encountered a similar problem on a clientís ancient XP system recently (yes, I know, I did recommend a newer system and OS). It wouldnít allow downloads (straight up wouldn't even allow those pages to load at all), but it would allow installations. So I whipped out my CD with MSE and MBAM installers and cleared it right up (it was really bad Ė 404 error on every solitary page that had a download on it. Pages without downloads loaded just fine. Weirdest case Iíve seen yet).

If you donít have access to another system to get those installers with, use a friendís (even a neighborís) or the public library system to get the installers on a CD/USB stick.

Now, if its circumventing BOTH downloads AND installations... well, have you tried to use System Restore? Try to roll it back to the farthest restore point you have (tick ďshow more restore points"). If itís nothing really nasty, that should clear it out. If, however, you donít have a restore point predating the issue it wonít do anything and Iím unsure of what you could do other than a full factory restore/clean install, unfortunately. I mean, if itís not allowing downloads AND installations. Thatís very tricky.

Well anyhow, after you get it sorted, I would have to strongly recommend the pair of MBAM and MSE (they do not conflict). Additionally, AdBlock Plus and NOT using the IE browser (poorest security), go for Chrome or Firefox. I havenít had malware in more than two years with that combination and practicing safe browsing habits (I did go Pro on MBAM. Itís absolutely worth the nominal, one-time fee for the live scanner. Also actively scans for malicious sites and rootkits).
