Microsoft Security Client OOBE stopped; 0xC000000D

Guys I'm hung on this one: I get a lot of these errors, no halts or reboots or blue/black screens.
This install is fairly new - within the last 6 months, so its not an 'old' installation of 7 or of MSE.

The many threads I've dug up on the topic including here on this forum [old] approach it from the standpoint of someone wanting to ditch MSE and try whatever. I am fine with MSE - its as bad as any of the other abandoned "AV" thingies - and it seems healthy enough.
So, how do I remedy the error, if the error is worth concern? some suggested deleting this file or that file or tweaking registry to NOT check - all of which were dismissed, it seemed, by smarter folk - it was only going to squelch the reporting, not remedy the error.

    any suggestions?
