Publisher Unknown on windows exe (mmc/firewall/uac)

hi
i cannot install scep2012 on a system. it ends in error code.
0x80070643
when i try to install .net framework 4 i get below error
hresult 0xc80024

when i open mmc.exe or enable/disable windows firewall or evey open uac settings i get publisher unknown warning .. strange.

i have tried below but no luck
sfc /scannow found nothing


tried ren %systemroot% \System32\catroot2 catroot2.old but still same issue

1. services > cryptographic services > properties >logon (identity)
2. give the identity account (usually 'network service') full permission on the C: drive. << _already set to this.

please help

i had tried it .. but it wont let me delete that folder in registry.. i was logged in with administrator.
