I've never seen it before but given that both are executable files, the norm is that the icon is created by the developer (not by Windows itself) so it wouldn't be rare to see different things.
To be sure, check the file properties and see if the digital signature is valid and from Adobe itself.
Doesn't looks good. No digital signature, no details info filled, icon notably different that the rest.
Try to upload to VirusTotal and googling for it to see if it's a known thing. Don't seems exactly "normal" to me neither (but I could be wrong of course ).
