How does BitLocker know which .BEK file to read?

Hello Everyone!
I can't seem to find the answer to this questions anywhere, so here it goes:
If I have 1,000 BEK files on one USB stick, how does BitLocker know which one to use? Does anyone know whether is it reading ALL the files until it finds a match?
Furthermore.... each time you create a USB key, it is a new and very different BEK file. It seems that ALL of them work (initial assumption was that only the most recently created key would be the working key, but as it turns out, in a test of 9 differently created keys, all of them worked). Any insight into why that is?

hypothetical scenario: 10,000 encrypted laptops, and I want a "skeleton key" USB stick that I can use to access these machines (said USB would be stored in a very secure location of course!). Sooo the USB stick would contain 10k+ BEK files..... how does BitLocker know which one to use? Is it opening and reading all of these files? Wouldn't this take a huge amount of time?
