Yes, it is normal. Some of the programs in Hirens would be considered not safe in any other situation. But, considering what Hirens can do and what it does, it is fine. This, of course, is assuming you downloaded it from Hirens.

The original disk definitely had a number of legality issues, but this was changed a few years ago so that downloads direct from the developers site should be completely safe and also legal.
However,
As the disk gives the option to add your own required specialist programs to the tools on the disk, the chance exists that going to other than the official site for download can include dubious programs or even malware .
This applies to any download and also can include PUP's on disks and installer downloads - Be careful What You Click and Where you Click

This is 15.2 version, the last one right? This was downloaded from their official site as far as I remember, but I'll check it again or simply delete that file not to include it. I was preparing a multiboot pen drive using yumi until got detection.
Lack of knowledge makes you feel not comfortable having like this, than supporting and acknowledging the work they shared. Just saying.
