Personal data breach possible; have I missed something I should do?

A relative recently fell for a pop-up claiming the laptop had been infected and urging to call the "Microsoft technician" at a number provided, leading to the "technician" being given control of the machine in a W7 user account. Significant personal information may or may not have been breached; further significant trouble would have to be undertaken by the hacker. However, precautionary measures taken by me on the relative's behalf since have included: Security scans, changing Wifi router name & PW; changing all sensitive passwords, computer and Web; and proceeding with identity theft notifications to relevant agencies, in case the hacker was able to use whatever data could possibly have been accessed through one channel or another.
As noted, Defender and Malwarebytes scans have been run, the machine appears to be operating normally.
Is there something else to be done?

In these situations it's best to do a clean install as you don't know if they have still got access it's not worth the risk

I agree with samuria a Clean Install is the best choice.

I would also recommend using a known clean computer and change all passwords for everything. Most importantly passwords that have any thing to do with banking, credit cards or any other money transfer methods.

I would also recommend contacting any business that you use (banks ect.) that you have been hacked and follow their guidance.
