Hot to block bitlocker password change on removable hard drive?

I use Bitlocker to lock hard drives on my PC, local disks and removable 6TB WD.
When a standard user log in, and the hard drives are unlocked, on the local hard disk the option to go to "manage bitlocker" is blocked and ask for administrator password.
On the removable hard disk, the option is enabled and the user can change the password.
Everything I try in the group policy doesn't block this feature.
How do I disable entering the bitlocker options on a removable hard drive, even when it's unlocked?
