Windows firewall - high CPU and RAM poor connectivity

For many hours after startup my PC has poor network connectivity (can't connect with VPN, Google speed test complains of network problem). At the same time I notice that process svchost.exe(LocalServiceNoNetwork) is running constantly at 25% CPU and using 560 MB of RAM. These services are running under this process: Windows Firewall(MpsSvc), Diagnostic Policy Service (DPS) and Base Filtering Engine (BFE). Process Explorer shows that it is the firewall (MpsSvc) that is using the CPU. I'm guessing that the firewall issue is affecting my network connectivity.

I'm looking for suggestions as to how to troubleshoot this. I use McAfee and I've tried Malwarebytes, Avast, RKill. Tdsskiller looking for malware with no luck.

    Thanks
    Bob

    Hello bob keleher,

I would start to phone your Internet Service Provider (ISP), and explain any network problem to them. They could be in a better position to test outages and broudband speed dropouts. that may be affecting your service. Windows services maybe actively listening for something on the network, and using alot of CPU in the process.
