How to put Windows Defender back on track (EventID: 7023)?

In the Event Viewer from System Control Manager, I see the Event 7023, reading: "The Windows Defender service terminated with the following error:
Windows Defender is not a valid Win32 application.
When I run Windows Defender I see the message: "Server has stopped". When I click "Start now" I see "Service is starting..." and the program stucks for a while. At the end the Window pops-up, saying:"The operation returned because the timeout period expired (Error Code: 0x800705b4).

Windows Defender Turned off and wont turn back on
