Windows Firewall Turned off. Error 0x8007042c

    Windows Firewall Turned off. Error 0x8007042c


    The Underline issue is that I cannot turn on windows firewall.

    Action Center can't turn it on, When i try to turn it on manually using recommended settings I get the message:
    "Windows Firewall can't change some of your settings. Error code 0x8007042c"

    I have one important windows update (Definition Update for Microsoft Security Essentials - KB2310138 (Definition 1.283.2593.0)) that i cannot install, when I try I end up with the error message:
    "Code 8007042C Windows Update encountered an unknown error."

    I tried to manually start the service, which was stopped (startup type set to automatic), which results in this error message:
    "Error 1068: The dependency service or group failed to start."
    I checked the the dependencies and saw the the service "Base Filtering Engine" Had stopped. I try to start it and am greeted with:
    "Error 5: Access is denied."

    I don't know how to solve this. My antiviruses are F-Secure, and Microsoft Security Essentials.

    Does F-Secure have a firewall?

    You should disable one AVS or another. It is a bad idea to have both.

    Update


    I Uninstalled F-secure, and restarted but still I get the exact same thing.
    any other suggestions?

    Run services.msc.

    Are Background Intelligence.............. and Base Filter........ started and set to automatic?

    Background Intelligent was set to delayed start, but was started. BFE was set to automatic but could not start due to Error 5. I set BITS startup type to automatic and restarted my system. when i logged back on BITS had been set back to delayed start, and BFE was still stopped.

    Is the Remote Procedure Call started and set to Automatic?

    I found this potential solution from Microsoft-

    a. Open Command Prompt as Administrator. To do this, type CMD in Start Search from the Start Menu. Right click on the result and choose "Run as Administrator".
    b. Run the following command lines:
    netsh advfirewall reset.
    net start mpsdrv.
    net start bfe.
    net start mpssvc.
    regsvr32 firewallapi.dll.
    c. Confirm any boxes that comes up by clicking OK. The result on the last entry should say that it succeeded.

    Results


    Excuse my post from 18:28, I input the last command incorrectly.

    Yes, It says it had succeeded, although i still cannot start BFE due to error 5
