Windows 7: reformated pc and cannot recieve updates

reformated pc and cannot recieve updates

I formatted this pc because of possible virus. Since bringing it back up, my router keeps blocking a malicious url (myexternalip/raw) when I boot up. I began trying to check on updates & received the error code 8007000e. Avast tells me I'm not configured right & am vulnerable to the wanna cry ransom ware. I would appreciate any help. I have taken the pc off the network.

[1] Did you use an installation DVD/USB, System Image or Recovery Partition to Clean Install?
[2] It sounds as if your installation media could be corrupt!
[3] The preferred WU [Windows Update] method is to download and run the SIMPLIX pack [about 700MB].

Thanks Paul for the reply. I did use a disc with SP-1 included. I downloaded the simplix pack & got all the updates. Now Avast is giving me an all clear on network scan, however when I reboot, my router is still blocking the malicious website http://myexternalip.com/raw. This is the only machine in my network that receives this block...should I have concern?
