Both ESET and Windows Defender aren't turned on
Whenever I restart my pc or turn on my pc, It says that the Firewall, Spyware and Virus Protection programs are turned off. Please help me!

It will check for Malware which can make your computer act in an unusual way [like you are having]!
You should also check for viruses using your installed virus software [Eset Internet Security]. You should be able to run [launch] it from a cmd prompt or in Safe Mode!
I have runned the scan on my Antivirus, it says it's clean. I have some corrupted files, will that cause the problem?

The corrupted Win 7 files can cause problems.
Under the heading sfc [System File Checker] . . ., please run SFC.bat, Options [2] and [3] from here => BATCH PROGRAMS [Standalone] and then upload the results using the tutorial at the bottom of the above link [Upload to SevenForums . . .] and someone will look at it for you.
SFC can correct corrupted .dll [Dynamic Linked Library] files which is what the corruptions are as per your post.

I have runned the SFC command and it says "Windows found corrupted files but couldn't fix some of them" Should I access Repair My Computer and click Startup Repair in Advanced Settings?
Are the corrupted files cause of this problem in the first place?
