Looks interesting, but being the type of person I am I like to check website IPs against Shodan and they have a whole pile of CVEs they need to fix. https://www.shodan.io/host/216.21.3.77

So should I trust their infrastructure and what they offer? Looks promising, but for the time being I think I'll stick to OpenDNS which has a feature to resolve a domain even if it's down. Quad9 might be great for smartphones though.

Edit-

They didn't even set the right headers either. Mozilla Observatory

I just tried hitting some malware domains and Quad9 does block them. But their ping time isn't as good as OpenDNS'.

Code:
C:\Users\Aaron>ping 9.9.9.9

Pinging 9.9.9.9 with 32 bytes of data:
Reply from 9.9.9.9: bytes=32 time=42ms TTL=56
Reply from 9.9.9.9: bytes=32 time=39ms TTL=56
Reply from 9.9.9.9: bytes=32 time=42ms TTL=56
Reply from 9.9.9.9: bytes=32 time=41ms TTL=56

Ping statistics for 9.9.9.9:
    Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
    Minimum = 39ms, Maximum = 42ms, Average = 41ms

C:\Users\Aaron>ping 208.67.222.222

Pinging 208.67.222.222 with 32 bytes of data:
Reply from 208.67.222.222: bytes=32 time=12ms TTL=57
Reply from 208.67.222.222: bytes=32 time=15ms TTL=57
Reply from 208.67.222.222: bytes=32 time=11ms TTL=57
Reply from 208.67.222.222: bytes=32 time=13ms TTL=57

Ping statistics for 208.67.222.222:
    Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
    Minimum = 11ms, Maximum = 15ms, Average = 12ms

Ping time isn't is not the best way to figure out what network is better, especially if your only interested in a single port like 53.

This program would probably give you more accurate results.
GRC's | DNS Nameserver Performance Benchmark

Finding the closest DNS server to your location is the best way to pick a server, Usually that would mean your ISP but many people do not trust their ISP which is justified in some cases, For me I have found Cloudflare the fastest which is about 100km from where I live. There is also a quad9 about the same distance from me.

A Google search should tell you what servers are near you:
Code:
Public dns server locations Canada
