Firewall: No dropdowns or buttons work

In Windows Firewall, none of links work except for "Advanced settings" and "Troubleshoot my network". The 4 links above it aren't hyperlinks. Neither drop-down menu works. I'm wondering if I'm an Admin. Thanks for ideas.

    Hi 386DX,

To see if you are admin in Windows Vista, 7, 8, and 10
    Access the Control Panel.
Click on the User Accounts option.
In User Accounts, you should see your account name listed on the right side. If your account has admin rights, it will say "Administrator" under your account name.
