Are you trying to "granny prof" a computer or make your computing more cumbersome? If you are trying to "granny prof" a computer, there are various programs that will do that on the fly. Many are free.

What are your intentions?

Frontface lockdown tool is probably what you're after. Free PC Access Control - SnapFiles

When I say "granny prof", I mean by locking down a computer for older people that may not know much about computers and preventing them from messing something up.

Windows 7 does ship with it's own built in security restriction controls - this is a system designed for parental controls to limit/control child access, but can also be used to control older or less computer aware users.

Basic tutorial is here ... Parental Controls - Setup and Use

but more detailed tutorials on specific controls are also available
