Windows 7: Many of my programs can't seem to access the internet?

Hmm... +Reputation for both of you!

However, I'm not too sure that that's the problem- I've had the same thing happen on other computers also. When I right click on a .exe that I want to access the internet (say, wl-setup), and go to security, how would I set it to have access to the internet?
