    Try this article:How To Lock And Password Protect Folder In Windows 7/Vista

    More of authentication/user permissions than password protection per se, but you get the idea. Let me know if it helps at all.

    No is the one word answer.

    Another approach you can use, if you have a Win7 version that supports bitlocker is to use bitlocker on a folder. This is also a pain in my opinion. Your best bet is probably 3rd party software but I'm not qualified to make a good suggestion.
