it does it for the other administrator account as well.
Umm, ok. The only thing I can suggest now is a repair install to hopefully fix it without losing anything.
Type services.msc in the start search box. Click on the 'gear' icon. Scroll down to Windows Defender, right click, choose properties. Click on the drop down button and set it to 'disabled'. "Ok" your way out. Reboot and see if it pops up on start up.

That is extremely unusual as Jaycee's advice should have fixed the problem.
Try following and if this doesn't work, then I give up.
Download and install autoruns.exe from SysInternals.
Run autoruns.exe as administrator.
Go looking for services related to your problem, especially those that are not "verified". If you find something suspect, then uncheck the service to disable the service. Do not delete the service.
