hi.....what is the rogue scanner's name btw ?
    try this first..
1.D/l hitman pro and Hold down the left CTRL-key when you start Hitman Pro so all non-essential processes are terminated, including the malware process hopefully i.e. ...continue scan
    2.D/l SAS and scan.

Malwarebytes Antimalware has been the best at getting rid of these rogue antivirus things for me. I have gotten rid of them on two of my brothers PC's and also on my girlfriends PC. I didn't have a problem getting rid of it in safe mode. If you can get online, Google search how to get rid of whatever the name of it manually and it will tell you how to stop the processes, delete the files and delete the registry entries it has made. Then download Malwarebytes and do a full scan with it and you should be rid of it.

    Hi, champ.

Try pressing Alt + F4 at the same time to close the window or Ctrl + Alt + Delete and attempt to end the process. Another option is to boot to Safe Mode with Networking. The process may not be running then.

Beyond that, we really need more information to help. As thathagat requested, what is the rogue scanner's name?
