VirusTotal actually has a downloadable tool which adds a feature to the Send to section of the context menu. This is a very useful addition, but you can only install it to an account that has administrative privileges. If you wish to install it to an ordinary account, you will need to temporarily make the account an administrative one. You can change it back afterwards. Note that you will need to install it separately to each account if you wish to install it on more than one. The results will appear in your Web Browser.

I sifted through the pages, and found that this place does allow for a file upload for scanning - located NoVirusThanks - Free Online Virus & Malware Scan Service

Some notes:

How to use this service:

  1. Click on the button Browse... and select the file you want to upload
  2. Click on the button Submit File to start to upload the file
  3. Now your file will be processed with our system and after about 40 seconds you will see the analysis report
  4. Maximum allowed file size to upload is of 20 MB (MegaBytes)

This is more of a 'download our app to scan your file' type deal as opposed to a site that allows uploading of individual files for instantaneous scanning, AFAICT...
