In my opinion, this is one of the best, Malware Defender

It used to be a paid product but the owner joined forces with another security vendor and it's now free. It does come with network protection which can be disabled or run without problems with any firewall

personally, i do NOT trust any "security"-programs from china.
and if "the owner joined forces with another security vendor..." ?
    which vendor is that ?
it makes me wonder what "extras" it comes with, itīs probably the usual toolbars / searchpage / homepage etc....

regarding Threatfire, really, where does it say anything about HIPS ?

    from their own website:
ThreatFire is zero-day security software designed for the average consumer. ThreatFire protects in real-time against viruses, worms, trojans, spyware, adware, rootkits, keyloggers, and buffer overflows. It is designed to be used alongside your current antivirus to protect you between antivirus updates. Because it is behavior-based and not signature-based, ThreatFire protects against both known and unknown, or zero-day, threats. It is easy to install, painless to use, and immediately effective against today's computer security threats. And best of all, ThreatFire is free to all home users.

i didnīt know that WinPatrol could be classified as having HIPS, but when i had a look at the website i saw this:
"WinPatrol's Host-based Intrusion Prevention System(HIPS) takes snapshot of your critical system resources and alerts you to any changes that may occur without your knowledge. "

anyway WinPatrol is a program that you absolutely must have on your computer, itīs a very important part of your "defencesystem".
it has saved my A-S-S more then once....

Did you even visit the Wilders Security forum link I posted? The info is in the full posting from that link. No toolbars etc.. MD HIPS is all you get, no other security app comes with it.

ThreatFire is of course labeled as a Behavior Blocker. It can easily be configured to be as powerful as a classic HIPS.

You have to click the Full version, it's in the upper right hand corner Malware Defender. Not only that, you can search for Malware Defender on that site and come with one of the more positive reviews for security apps on the market

Apparently not a full blown HIPS, and therefore perhaps not fitting the OP request. But google HIPS Threatfire and you'll find many references. Maybe semantics?
