Themes are not saving correctly or completely

Hey guys,

I'm running Windows 7 Professional RTM, and I'm having a bit of an issue with saving themepacks in Windows 7. The visible problem is that when I click on a theme, that I created myself from the Personalization Window, it does nothing. I downloaded some themes from Microsoft's Personalization website, and every single one installs fine. I click on a theme I created about 8 months ago and it installs fine, yet when I click on a theme that I just created a few minutes ago it doesn't respond. I have tried to disable my Zone Alarm temporarily and that doesn't help. I've tried checking the registry; no problem found there either. I'm am baffled as to what could be causing this problem.

I have noticed something that may or may not be a clue. When the theme is saving I see the progress bar go about 1/2 to 3/4 way through and the window disappears as if its finish. Now this may just be the speed of my computer, displaying the rest so fast I didn't see it, or it could be that something is interrupting (and crashing) the save operation from completing successfully. idk. Like I stated before I see the theme file saved in Libraries > Documents, but when I erase the theme from windows and try to reinstall from the .themepack file to test it will work on another computer, it doesn't respond.

I would be thankful for any help you can provide.
