    "personalization panel" problem

New here, so if I'm "doin it rong" please tell me. So, I downloaded personalization panel from here: Personalization Panel - for the purpose of changing the taskbar color on Win7 Starter. When I click "Window Color" I get this:

That won't change it like this video shows: YouTube - Personalization Panel 1.1 How do I get that option window from the video?

What theme do you have applied?

"Unsaved theme" It doesn't matter what theme I have applied, it still pops up that window, not the window with a simple chart of colors to choose from.

Have you tried uninstalling and re-installing the program?

    Yes; a couple times.

Also, that second program didn't work.

If you uninstall the program, and just use the standard windows program (right click on the desktop and "personalize") does the same issue occur?

I don't have the standard; I'm on Win7 Starter. It doesn't come with any personalization features. That program is sorta replacing them.

Nope. But, I'm messing around with a program called WindowBlinds ad I type. I hope it'll bear fruit.
