This co-worker what program did he download? Install? IS your computer infected?
Have you tried going online finding a picture and trying to set it as your desktop wallpaper? DId anything happen?
if you check all the settings that where mention in earlier post, and system restore wont help, I can only think that there may be system files that are possible corrupted

@chris, all he did that i know of, was installed an update to previously installed company reporting software. When trying to select a picture from the net, the option to select "set as background" wont highlite.
it is a company computer. But I still retain full admin rights.
I have never had this problem with this computer in the past! It is not on any corporate network of any sort!
Inform the IT stuff ... if it is centrally disabled or not.
If centrally disabled (most probably), no fixes will work.
OK, some better detail! I work for an independent company, this is a typical dell computer with a reporting software and outlook configured for company email. There is no IT, there are no corporate intranet lines. There is no, admin sign in. This would be the same as if it were purchased right of the shelf. This is why I said, I have FULL admin rights to this computer.
