Unable to change themes in W7 Ultimate

Hi all! I just installed Windows 7 Ultimate And I really like it. The only problem at this time is that I can’t run any themes. I seem to be stuck at aero.msstyles. The background changes but not the GUI. If I try to run another theme Windows color and appearance comes up with basic options. See attachment.I tried editing the GPO with no results. I ran the UniversalThemePatcher-x86.exe and restarted the system. No results. I would love to stay with W7, but I do have a ghost image of my old XP Pro and in 10 minutes I'll be back to were I use. Please help me solve this issue.

    Many thanks in advance.

    Lance.

Well it turns out that the problem is my graphics card, ATI Radeon 9200. I did a lot of searching and this card has given many people running Windows 7 heartaches. I installed the Windows XP drivers, “You can’t install through the install pack, you have to extract and install through Device Manager.” The computer blue screens on restart and shutdown with the drivers installed but runs good, with the exception of my posted problem, in Windows. I uninstalled the drivers using my favorite uninstaller, “Your Uninstaller 2008 Pro” and ran the card with standard VGA. No blue screens anymore. I ran a rating on the system and came up with these results.

The short story is, I need to upgrade.
