What is it that you like about it?
Yeah, I think it's Google OS too, just did a quick image search of the Google OS and the two pictures seem very similar.
You may find it difficult to find a reliable download link though, as the Google OS is a Linux-based OS and from what I have found, the only method to install the actual operating system without installing through a VM is to download the source code and then compile it.
However, there is a work-around, which is install the operating system through a VM.

Probably win7. I have seen skins with almost exact same look in deviantart.
Usually they are buried under few hundreds pages with skins. Deep into winskin section
If you have some free time give it a shot. There are awesome skins that can be find taking only few hours of listing

but, i don't think that's google os.. i had searched in google images, and they are not same..
in those screenshot, they have no taskbar...
