Rainmeter.net
Someone may be able to identify that theme, I don't use Rainmeter myself. They are also using either Rocketdock or Objectdock (they have a free version). And the taskbar is hidden.

That looks to be a Ubuntu Linux desktop, I see darker Ice Gnome in upper left, and terminal as well. But you can get similar with Rainmeter.
