Changing TEXT and color in WINDOWS CLASSIC Personalization

I use a 40" Monitor and like to run it at 1920x1080.
Most of the windows I have no problem reading the text but on things like NOTEPAD, etc, The Text is too "skinny" and I can not find any option to make it BOLD or change text size. BOLD rarely seems to have any effect.
I do change things like Message Box, Menu, etc but the text within a window escapes me.
Same on the TASKBAR. It would be nice to have more contrast OR bolder text.
I use the WINDOW CLASSIC scheme/theme.
When I go to HIGH CONTRAST, all I get is a terrible GREEN and BLACK, no contrast, just changes colors.
Using the "WINDOWS COLOR and APPEARANCE" window and the options. Is there any explaintion of what the different pull-down option do or effect? Things like Desktop, scroll bar width are self explanatory but the others don't seem to change anything.

The Classic is a kind of taupe or brown and cuts glare but the black skinny text does not show up well.
