Cannot change aero theme, only wallpaper changes but not taskbar!

    Cannot change aero theme, only wallpaper changes but not taskbar!


    I am aware of the fact that multiple people have posted this problemm because i have searched for fixes on the internet but still i am here posting it because i have tried some of those fixes and none of them worked for me, even though they worked for other people.
    The thing is, when i right click desktop and personalize i have my aero themes there, they are not disabled, i can click them and they appear to be applying, but only the wallpaper changes, the theme stays the same.
    Now here is the thing, if i restart the computer, the theme, the transparent aero appears after the restart.
    I don't understand this at all.
    I had this problem yesterday too, the difference today is that i reinstalled the windows yesterday night and the problem is still here... so in other words i have installed the windows again and the issue did not dissappear.
    Among the fixes that i found on the internet and that i have tried, one did work but only for about 5 seconds.
    The fix said that i had to type services in the "run" search section and i had to look up Desktop windows manager session manager, which was in there, then i had to click stop, to stop the process and after that click start to restart it.
    It worked and for a moment i thought i had finally fixed this thing but after a couple of seconds, in which i did nothing at all, just watched the desktop, the aero theme, the transparency dissappeared and it reverted back to the basic theme from which it seems i cannot escape no matter what i try.
    Something is definitely wrong i just can't figure out what it is, there has to be a fix but it's definitely out of my hands, so i thought i should ask here, perhaps someone might help me get rid of this, once and for all.
    I am sorry if it's hard to understand what i'm trying to explain in any way, english is not my first language, sry for any mistake that i made, but please ask me anything that you need to know about fixing this, i will try to answer as best as i can.

    And also i forgot to mention that it's not only a visual problem, it also affects my computer, while i have this basic theme it disrupts my youtube videos. While i watch a youtube video it often stops and then starts again or the sound is fine but the picture gets blocked at a certain scene and i end up watching a picture, a photo from the clip.
    I also have lag in-game, but not very much, an example is when i play Dota-2. I selected borderless window in Dota 2 so that i don't need to always exit the game to do something, like browse something, change the song, type something in a different window, etc. When i click the windows button on the keyboard to do something else outside of Dota 2 it immediately starts to show lag in the game, you can clearly see the effects in the game move like in slow-motion, it's pretty ugly to see.
    So in other words it does affect the performance, but once i have aero, these problems dissappear. It doesn't really make sense, i mean, such problems are caused by a theme? i don't even know.

    Thanks, i have filled the system spesc . Still haven't gotten to the bottom of the problem, i have to restart every time i turn on my pc in order for the aero to apply.
    By the way i don't have to click it to be applied after the restart, it is already applied after the restart because it's actually applied from before it just doesn't show, you know what i'm sayin' ?
    I have a feeling it's something right under my nose and i just can't seem to figure it out, geez.

    Post an image of your Windows Experience Index (WEI).

    Perform a Clean Startup and check to see if the problem continues. More often than not, the problem is incompatible software.

    See if this may help you. If the tutorial does not, you may want to look at Post #4 Aero - Enable in Unsupported Editions of Windows 7
    And yes, I know your OS is a supported format, but sometimes they get Gremlins in them.

    I tried the windows 7 upgrade advisor/ microsoft fixit from the link and it analyzed my pc and everything was oke besides 2 programs which had a question mark, not meaning that they were the problem just that the program didn't know what they were and since i didn't need them i
    uninstalled them, it did not fix the problem.
    Then, i moved on and gave that aero enabler a try, installed it and ran it and in the end after it analyzed the pc it said that desktop windows manager is disabled.
    I've done this before and i've tried disabling and enabling or restarting it and it does not work.
    It should work, yes, but my pc is really retarded, something is definitely wrong because for other people this worked.
    Like i said, first time i tried that, the aero worked for a few seconds and it changed back.
    I've also tried the sfc /scannow and it said windows resource protection did not find any integrity violations.
    Then i tried sfc /verifyonly, same thing.
