What do you use to create your Windows 7 Themes?

Hello everyone

I'm currently looking for the best software for creating Windows 7 themes. When I say software, I'm not referring to graphics manipulation programs such as Photoshop.

I'm looking for suggestions on actual theme builders.

No, its only this one.

Another way is with Restorator /Reshacker and Hexeditor.
