How to enable drop shadows on Window Titlebar

In Windows XP, The titlebar text has a drop shadow. How can I enable something similar in Windows 7? The image is a comparison between my goal (XP style) and what I have now.

How can i have blue box drop shadows on desktop icons
I've been making my windows 7 look as much as windows 200 as i can and i want to know if there is any way to have the blue box drop shadow around the desktop icon text like in older versions of windows. here's what i want it to look like
Use drop shadows doesn't change anything
I need the dark background behind the desktop icons but it is not there in either position of the drop shadows parameter like it did in XP. If I click on the text, the shadow is there.

I am trying to turn off (Use drop shadows for icon labels on the desktop) I uncheck it hit Apply then yes & it's off until I restart or Log off & back in then it's checked again is there away to fix this. Thanks Jerry
