How do I create a Windows 7 theme that also changes the login backgrou


I have a Dell desktop and usually they come with a theme called "Dell" and when you click on it.
It changes the background blue and the login background blue. But my desktop did not come with this theme for some reason.
How do I create a Windows 7 theme that also changes the login background when I change to the theme?

Hope I explained this correctly.
