How does Windows switch between normal and high-contrast themes

I am trying to understand how Windows handles the switching between normal and high-contrast themes. I have some basic questions:

*Is there some kind of saved link, relationship, or association that Win maintains to tell the system what theme to switch to when a user selects (say using the L Ctl-L Alt-PrtScr keypress to invoke the dialog that asks if you want to turn on high-contrast mode)? How does Win know specifically which HC (high-contrast) theme to switch to, and how does it know which normal theme to return to, especially if you, say, switch to a HC theme then power down. I know if you do that, it will return to the last-selected HC theme in use when you powered off, but how does it then know which theme was the last normal theme to use if you then tell it to revert to normal mode?

My confusion comes from wondering how to use a normal custom theme with a built-in standard HC theme, because you save the specific normal custom theme, but you do not have to ever save the HC theme you selected if you chose one of the built-in HC themes (say the B on W HC theme or the W on B HC theme) and do not modify it in any way to save it as a custom theme).

And that leads me to another question: it seems possible to "fool" windows by saving a non-HC theme as a custom HC theme that you use as the theme to be displayed in HC mode at shutdown of the PC. It seems that, if you have done that, then the next time you start the PC, it can be "fooled" into displaying your custom normal theme as the theme to display when in HC mode.

So a final question, related to my first question: is there a way to "associate" or "link" pairs of themes, one a normal custom (or even standard) theme and the other a custom (or even standard) HC theme, so that which HC theme is displayed via tha command to invoke HC is dependent on which normal theme was being used when the call to switch to HC was initiated, or vice-versa for a command to return from HC to normal mode? IOW one could have different normal-HC combinations available to choose from depending on what theme was current when the switch was invoked.

Any comments or suggestions appreciated.
