Well, I suppose that since it's part of the overall theme, some folks may like to have it change to match whatever theme they may be installing if that theme has them included.
Yeah, I remember I once downloaded a Christmas theme in Vista and got some kind of Christmas tree as pointer and also a changed Recycle bin which was a heck of a job to get rid of. But why would they make this options a default. I only noticed it because every time I changed the theme it went back to the default cursor.
Personally I don't like the pointers to be changed automatically either, and would prefer it to be unchecked as well by default. However, I suppose Microsoft wanted to make it easier on changing every aspect of themes by having the whole process done automatically.
Can't see any reason that is a dumb option. If you don't wanna use it don't. Some people (to not say many) would be irritated if a theme included a cursor, and they had to go change it manually. Anyhow, it's only like 1 out of 80 themes that uses custom Cursors which will change this way
