can't change desktop background windows 7 home premium

Ok. I've been looking for two hours for a solution to my problem that I am capable of doing without worrying that I'm going to ruin my computer.

For some reason, I can't change my desktop background. The last (and only) time I changed it was in December, which is when I purchased the laptop. I have a Dell Inspirion 1545 with Windows 7 Home Premium edition. I have tried going into the registry (but was afraid to change anything), I have tried the "recommended fix" registry cleaner and that didn't help anything, and I have tried locating and deleting "
C:\Users\<username>\AppData\Roaming\Microsoft\Windows\Themes\TranscodedWallpaper.jpg" with no success. I am able to change sounds, and the color of the task bars, just not my actual background (any themes I download update to the color of the task bars, and that's it).

Please help me- this is very frustrating

    Kyleekay,

It doesn't look like the themes your're changing two/from have any NEW wallpapers set for them. Thus, regardless if your current wallpaper is still in its original location, it'll still display on the desktop.

If you want to change your wallpaper, make sure you have a DIFFERENT wallpaper set. See my attached images.

    1) Click DESKTOP BACKGROUND

    2) Choose away.

Or if you have some pics in your hd, then right click on them and set as desktop background
