I've googled and tried everything I've came across and still no luck with installing 4.0 Framework
this only started happening once I used a tool to change my Windows install from professional to home, (i installed the wrong version and my key didn't work) so i used a tool to downgrade my account so i could activate windows
the tool i used was called: "Windows 7 Downgrader" and when the problem started happening (no longer able to run daemon tools)
I'm unable to run : http://www.sevenforums.com/tutorials/180324-system-info-see-your-system-specs.html
as that also requires the framework i can't install.

- I've disabled (and even uninstalled) my Norton antivirus
- I've run the Microsoft Fixit
- I've run the NetFxRepair Tool
- I've run the dotnetfx cleanup tool and re-installed versions 1, 1.1 SP and 35 (35 won't install and throws an error saying to install 4.0)
