ACL Errors, Can't Running Any Windows Program (such cmd, taskmgr, etc)

Today I got weird Problem, My Windows 7 Ultimate eventually can't execute any Windows Programs, such : Msiexec, Cmd, Notepad, Taskmgr, Msconfig, Regedit, etc.
When I tried to run any Windows Programs, the Message Box Appeared with this message : Insufficient system resources exist to complete the requested service.

Then I checked my System32 Directory, I was shocked because All of Windows Defaults Programs appeared with Locked Icon.

Then I checked 1 by 1 Windows Program, for an Example : dcdiag.exe.

I checked the Security Tab and I got this notifications : No Permissions have been assigned for this object.
Warning : This a potential security risk because anyone who can access this object can take ownership on it. The object's owner should assign permissions as soon as possible.

Other Informations :

1. My Windows account Privilege is Administrator.
2. I've Actived Anti-Virus and Always Updated.
3. In Safe Mode Everything Was Fine, I Can run Notepad, Task Manager, Command Prompt, etc (except : Msiexec / .msi Installer).
4. I tried System Restore in Safe Mode, but I don't have any Restore Points. In Normal Mode, I can't execute System Restore.


:cry: So, How can I solve this Problem? :cry:

I'm using Avira Free (Always Turned On & Updated).
I guess It wasn't caused by Malware.

I'm using Avira Free (Always Turned On & Updated).
I guess It wasn't caused by Malware.

It may or may not be, but to rule out that possibility we need to run the programs above. Once we rule out malware then we would seem to have a bigger problem as getting locked out of critical programs such as Task manager, CMD, and System restore are symptoms of malware/viruses or a major problem going on behind the scenes.
