administrator account issues in windows 7

Cannot download, install, or delete software. It says I am not the administrator, but I am. Have tried multiple fixes, including trying to reset administrator account at command prompt. Anyone familiar with this problem and a fix that actually works. Thanks in advance.

Try to create a new admin account (as test). Does that account work as expected?
